This is a classic decoupage paper, not a rice paper. This kind of a paper is similar to a regular stationary paper, but more thin and light. Looks similar to a printed sheet of a magazine. To glue on a surface use any decoupage adhesive like PVA, Mod Podge or any other. Make the decoupage paper wet on the same side which you cover with a glue, then edges won’t wrap. If you use runny glue (PVA mixed with water), no prior soaking needed.
